Sign-on Campaign: Developing a global science-policy body on chemicals and waste

Over 1700 scientists & practitioners from over 80 countries have already signed-on.

Chemical pollution is a global threat that warrants global action. At the 5th United Nations Environment Assembly meeting (UNEA5) in 2021, governments around the world prioritized chemical pollution for UNEP’s work in 2022–2025, next to climate change and biodiversity. Further, a decision will be made about strengthening the science-policy interface on chemicals and waste at the 2nd session of UNEA5 in 2022.

The IPCP invites you to voice your support for establishing a global science-policy body on chemicals and waste, akin to the Intergovernmental Panel on Climate Change (IPCC) and the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES).

Many scientific studies have been and are being conducted to understand the increasing production and diversification of chemicals in use and waste, their associated harm, and ways to manage them. Yet, international policy-makers do not have a global mechanism to stay informed regarding the up-to-date scientific evidence, limiting their ability to identify and address these threats in a timely manner, as explained in this article just published in Science (free access).

We recommend establishing a global science-policy interface body for all chemicals and waste. This global body will:

  • Produce, for policymakers, robust and authoritative scientific assessments, including regular horizon scanning and early warning of new and emerging concerns (from science to policy)
  • Communicate to the scientific community (including to research funding agencies) policy needs to foster timely policy-relevant research (from policy to science).

Further, we recommend the following core characteristics be considered in the negotiation processes:

  • Forming an intergovernmental body, with civil society organizations and industry serving as observers to contribute relevant expertise and knowledge;
  • Establishing a strict conflict-of-interest policy and a rigorous peer-review process;
  • Ensuring wide involvement of scientists and practitioners, with a balanced and diverse representation of relevant disciplines of natural and social sciences, genders, and regions;
  • Ensuring active communication with the public;
  • Conducting joint assessments that address multiple environmental and societal concerns in a synergistic manner, together with the IPCC, IPBES, and other relevant science-policy bodies.

حملة لجمع التوقيعات لدعم: تطوير هيئة عالمية للعلوم والسياسات بشأن المواد الكيميائية والنفايات

Campaña de recogida de firmas para el: Desarrollo de un organismo mundial de política científica sobre productos químicos y residuos

La contaminación química es una amenaza global que justifica una acción mundial. En la quinta reunión de la Asamblea de las Naciones Unidas para el Medio Ambiente (UNEA5) en 2021, los gobiernos de todo el mundo dieron prioridad a la contaminación química en las tareas de la UNEP para el periodo 2022-2025, junto con el cambio climático y la biodiversidad. Además, se acordó que se tomará una decisión sobre el fortalecimiento de la interfaz ciencia-política sobre productos químicos y residuos en la segunda sesión de la UNEA5 en 2022.

El IPCP os invita a expresar vuestro apoyo al establecimiento de un organismo mundial basado en la interacción entre ciencia y política sobre productos químicos y residuos, que sea similar al Panel Intergubernamental sobre Cambio Climático (IPCC) y la Plataforma Intergubernamental de Ciencia y Política sobre Biodiversidad y Servicios de los Ecosistemas (IPBES).

Hasta ahora, se han realizado y se están realizando muchos estudios científicos para asesorar sobre los problemas ocasionados por el aumento creciente de productos químicos en uso, su diversificación, sus residuos, los daños asociados que genera esta actividad y las formas de gestionarlos. Sin embargo, los responsables políticos internacionales no tienen un mecanismo global para estar informados del conocimiento científico actualizado, lo que limita su capacidad para identificar y abordar estas amenazas de manera oportuna, como se explica en este artículo recién publicado en Science (acceso gratis).

Recomendamos establecer un organismo de interfaz ciencia-política mundial para todos los productos químicos y sus residuos. Este organismo global tendrá como objetivos:

  • Producir evaluaciones científicas sólidas y autorizadas para los responsables políticos, que incluyan el barrido periódico de la temática y la detección anticipada de problemas nuevos y emergentes (de la ciencia a la política).
  • Comunicar a la comunidad científica (incluidas las agencias de financiación de la investigación) las necesidades oportunas de investigación sobre desarrollos y aplicaciones nuevas que sean relevantes para la sociedad (de la política hasta la ciencia).

Además, recomendamos que se consideren las siguientes características básicas en los procesos de negociación:

  • Formación de un organismo intergubernamental, con organizaciones de la sociedad civil y la industria que actúe como observador para aportar experiencia relevante y conocimiento;
  • Establecimiento de una política estricta de conflicto de intereses y un proceso riguroso de revisión por pares;
  • Asegurar una participación amplia de científicos y profesionales, con representación equilibrada y diversa de las disciplinas relevantes de ciencias naturales y sociales, géneros y regiones;
  • Asegurar una comunicación activa con la opinión pública;
  • Realizar evaluaciones conjuntas que aborden múltiples preocupaciones ambientales y sociales de manera sinérgica, junto con el IPCC, el IPBES y otros organismos relevantes de ciencia y política.

Por favor, recomendad a los gobiernos de todo el mundo la necesidad de establecer este organismo mundial político-científico global sobre los productos químicos y sus residuos firmando el formulario en línea anterior. Por favor, también compartid dicho formulario con vuestros colegas. Se compilará una lista final de signatarios en un documento informativo para la segunda sesión de la UNEA5 en 2022 y se mostrará en el sitio web del IPCP.

Mise en place d’un organe scientifique et politique mondial sur les produits chimiques et les déchets

La pollution chimique est une menace globale qui fait appel à des mesures globales. Lors de la 5e réunion de l’Assemblée des Nations Unies pour l’environnement (ANUE5) en 2021, les gouvernements du monde entier ont fait de la pollution chimique une priorité pour les travaux du PNUE en 2022-2025 comme cela est le cas pour le changement climatique et la biodiversité. Une décision sera prise sur le renforcement de l’interface science-politique sur les produits chimiques et les déchets lors de la 2e session de l’UNEA5 en 2022.

L’IPCP (International Panel on Chemical Pollution) vous invite à exprimer votre soutien à l’établissement d’un organe scientifique et politique mondial sur les produits chimiques et les déchets, à l’instar du groupe d’experts intergouvernemental sur l’évolution du climat (GIEC) et de la Plateforme intergouvernementale scientifique et politique sur la biodiversité et les services écosystémiques (IPBES).

De nombreuses études scientifiques sont menées pour comprendre la production et la diversification croissantes des produits chimiques utilisés et des déchets, les dommages qui leur sont associés et les moyens de les gérer. Toutefois, les décideurs politiques internationaux ne disposent pas d’un mécanisme mondial leur permettant de se tenir informés des d’éléments de preuves scientifiques les plus récents, ce qui limite leur capacité à identifier et à traiter ces menaces en temps utile, comme l’explique cet article qui vient d’être publié dans Science (accès gratuit).

Nous recommandons la création d’une institution intergouvernementale science-politique globale pour les produits chimiques et les déchets avec les objectifs suivants:

  • Produire à l’intention des décideurs politiques des évaluations scientifiques solides et assurer une alerte rapide sur les problématiques émergentes (de la science à la politique).
  • Communiquer à la communauté scientifique (y compris aux instituts de financement de la recherche) les besoins en matière de politiques afin de renforcer la recherche pertinente pour les politiques (de la politique à la science) en temps opportun.

En outre, nous recommandons que les caractéristiques fondamentales suivantes soient prises en compte dans les processus de négociation:

  • La formation d’un organe intergouvernemental, avec des organisations de la société civile et l’industrie servant d’observateurs pour apporter une expertise et des connaissances pertinentes;
  • Mettre en place une politique stricte en matière de conflits d’intérêts et un processus rigoureux d’examen par les pairs;
  • Assurer une large participation des scientifiques et des praticiens, avec une représentation équilibrée des régions et des sexes, et une représentation diversifiée des disciplines pertinentes des sciences naturelles et sociales;
  • Assurer une communication active avec le public;
  • Réaliser des évaluations conjointes qui traitent de multiples préoccupations environnementales et sociétales de manière synergique, en collaboration avec le GIEC, l’IPBES et d’autres organismes scientifiques et politiques compétents.

Veuillez montrer votre soutien à cette recommandation aux gouvernements du monde entier pour la création d’un tel organe global et intergouvernemental de politique scientifique pour les produits chimiques et les déchets en signant le formulaire en ligne ci-dessus. Химическое загрязнение — это глобальная угроза, которая требует глобальных действий. На 5-й сессии Ассамблеи Организации Объединенных Наций по окружающей среде (UNEA5) в 2021 году правительства всего мира определили приоритетность химического загрязнения для работы ЮНЕП в 2022–2025 годах, наряду с изменением климата и биоразнообразием. Кроме того, на 2-й сессии UNEA5 в 2022 году будет принято решение об усилении взаимодействия науки и политики по химическим веществам и отходам.

IPCP предлагает вам заявить о своей поддержке созданию глобального научно-политического органа по химическим веществам и отходам, подобного Межправительственной группе экспертов по изменению климата (МГЭИК) и Межправительственной научно-политической платформе по биоразнообразию и экосистемным услугам (IPBES).

Много научных исследований проводились и проводятся для понимания растущего производства и диверсификации используемых химических веществ и отходов, связанного с ними вреда и способов управления ими. Тем не менее, у лиц, определяющих международную политику, нет глобального механизма, позволяющего быть в курсе последних научных данных, что ограничивает их способность своевременно выявлять и устранять эти угрозы, как объясняется в этой статье, только что опубликованной в журнале Science (свободный доступ).

Мы рекомендуем создать глобальный орган взаимодействия науки и политики по всем химическим веществам и отходам. Этот глобальный орган будет:

  • готовить для лиц, ответственных за разработку политики, надежные и авторитетные научные оценки, включая регулярное сканирование горизонтов и раннее оповещение о новых и возникающих проблемах (от науки до политики)
  • информировать научное сообщество (в том числе учреждения, финансирующие исследования) о потребностях в области политики для содействия проведению своевременных исследований, имеющих отношение к разработке политики (от политики к науке).

Кроме того, мы рекомендуем учитывать следующие основные направления в переговорных процессах:

  • Формирование межправительственного органа, в котором организации гражданского общества и промышленность выступают в качестве наблюдателей, чтобы поделиться соответствующими знаниями и опытом;
  • Установление строгой политики в отношении конфликта интересов и строгого процесса экспертной оценки;
  • Обеспечение широкого участия ученых и практиков при сбалансированном и разнообразном представлении соответствующих дисциплин естественных и социальных наук, полов и регионов;
  • Обеспечение активного общения с общественностью;
  • Проведение совместных оценок, направленных на решение множества экологических и социальных проблем синергетическим образом, совместно с МГЭИК, МПБЭУ и другими соответствующими научно-политическими органами.
